Google Forms file upload for non-Gmail users

Updated 2026-10-17. Every fact links to its source; prices are as published on each vendor's page on that date.

Short answer: non-Gmail users can upload files to a Google Form only after signing in to a Google Account. That account can use any email address, not just Gmail (Google Account Help). If asking respondents to create an account isn't acceptable, replace the upload question with a no-login upload link.

Who can answer what

RespondentText questionsFile upload question
Has a Gmail addressYesYes (signs in)
Outlook/Yahoo/work email with a Google Account linkedYesYes (signs in with that email)
No Google Account at allYes, if the form is public and doesn't collect verified emails or limit responsesNo (Google Help)
Outside your Workspace organizationOnly if "Restrict to users in your domain" is offOnly with a Google Account

Fix 1: ask them to create a Google Account with their own email

  1. Send https://accounts.google.com/signupwithoutgmail (Google link).
  2. They choose Use your existing email, verify a code sent to that inbox, and set a password (steps).
  3. They sign in and upload.

Downside: an extra signup step for every respondent; some will drop off.

Fix 2: replace the upload question with a link field

Ask respondents to paste a share link (Dropbox, OneDrive, WeTransfer). Free, but you lose control over file type and naming, and links can expire.

Fix 3: add a no-login upload link next to your form

Keep your Google Form for the text answers and add a link to an upload page that saves files into your Drive without sign-in. Options: a DIY Apps Script web app (Google), Formfacade (copies your form to its platform by default; from $28/month: Formfacade, pricing), EZ File Drop ($12/month: pricing), or CatchFolder ($12 one-time per 30 days). Use the free sign-in checker to confirm your form is open to everyone once the upload question is removed.

Want a link anyone can upload to, straight into your Drive? CatchFolder gives you an upload link that needs no Google account and drops files into a folder in your own Google Drive. Early access: $12 for a 30-day Event Pass, with your license and setup guide right after checkout and a full refund if it doesn't work for you within 21 days. See how it works and pricing →

FAQ

Can people without Gmail fill out a Google Form?

Yes, if the form has no File upload question, doesn't collect verified emails, doesn't limit to one response, and isn't restricted to your organization. Then anyone with the link can respond without signing in (Google Docs Editors Community, Product Expert answer).

Can non-Gmail users upload files to a Google Form?

Only if they sign in to a Google Account. File upload questions always require sign-in (Google Help). A Google Account doesn't have to be Gmail: anyone can create one with their existing Outlook, Yahoo or work address (Google Account Help).

What link do I send someone to create a Google Account without Gmail?

Google's own help page points to https://accounts.google.com/signupwithoutgmail (Google Drive Help).

Why do my Workspace form's outside respondents get 'You need permission'?

The form is restricted to your organization. In Settings → Responses, turn off 'Restrict to users in [your domain] and its trusted organizations' (Community answer). They'll still need a Google Account to upload files.
